For all of their reputation as marauding, bloodthirsty hoards, their impact on European culture and that of North America was surprisingly deft. (yep, that's a Buddha).
Three forms of governance: absolute chaos, perpetual tuning, and smart systems. The prospect of expert systems handling the mundane pieces of governance would be fantastic. It would be nearly fair, it could even potentially be easy to administer and easy to access.
In a big town, you can choose who you share your toys with. In a small town, one guy can run the whole toy chest. We have a dearth of options available in many situations. We are then presented with the illusion of choice and urged to choose.
